Digital Broadcasting Agency Refuses to Publicize Persons Participating in the Procurement of Set-top Boxes

The Digital Broadcasting Agency of Georgia is at this stage refusing to publicize the persons participating in the procurement of set-top boxes. However, according to the procurement papers the list of shortlisted companies was to be published yet on June 12.

Set-top box is an information appliance device that generally contains a TV-tuner input and displays output connects to a television set and an external source of signal, turning the source signal into content in a form that can then be displayed on the television screen or other display device. Georgia is supposed to switch to digital broadcasting until June 17, 2015.

Until then the State has to ensure the provision of set-top boxes to the citizens living on welfare with 70,000 or less rating grades. The Digital Broadcasting Agency of Georgia launched a simplified procedure for the procurement of equipments on May 8, 2014. However, the list of companies participating in the procurement was not made public on June 12 as of stipulated in the papers.

The Digital Broadcasting Agency has notified Media.Ge that at this stage they are not going to publicize the list.

“We believe that the publication of the list of companies having applied for the participation in the procedure or being shortlisted would be hasty at his stage since the simplified procurement procedure is not yet complete. The providers are being selected-evaluated and the publication of data might affect the prices proposed by the providers,” reads the letter sent to Media.Ge.

According to the data posted on the website of the Ministry of Economy and Sustainable Development the equipments proposed by selected companies will undergo four type of testing in Finland prior to the final certification. Set-top boxes proposed by applicants will be tested for free.

The equipments shall be meeting technical components stipulated in the digital switchover strategy.

The State will be procuring the receivers of DVB-T/T2 standard and MPEG2/MPEG4 format. The price for the unit shall not exceed GEL 50. According to the contest papers the low price will be one of the key criteria to grip when recognizing a winner. In total the Agency is planning to procure around 110,000 to 220,000 set-top boxes. The guarantee period for the equipments is ranging from 12 to 24 months.

The contract with the victor company will be signed until September 1, 2014. The families on welfare are supposed to receive the equipments until June 30, 2015.
